Lifting a casino block (OASIS) and player rules in Germany

A casino block in the nationwide OASIS exclusion system can only be lifted by a written application to the Darmstadt Regional Council (Regierungspräsidium Darmstadt), and no earlier than the end of the minimum period: three months or the longer period chosen for a self-exclusion, one year for a third-party exclusion. The lifting takes effect one week (self-exclusion) or one month (third-party exclusion) after the application is received (§ 8a, § 8b GlüStV 2021, gesetze-bayern.de, as of 06.10.2026).

The 24-hour block triggered by the panic button is different: it ends automatically and does not need to be lifted. Each rule is backed by its primary source and retrieval date; this page is not legal advice.

Lifting an OASIS block: application to the Darmstadt Regional Council

OASIS is the German states' exclusion system covering all forms of gambling; it is operated by the gambling supervisory authority of the state of Hesse and kept at the Darmstadt Regional Council (§ 8 GlüStV 2021; RP Darmstadt, as of 06.10.2026). According to the council, operators of online casino games and online poker are among those connected to it. Excluded players may not take part; licensed operators check every person against the exclusion file and may neither persuade excluded players to have the block lifted nor give them bonuses for doing so (§ 8(4)).

A block is created at the player's own request (self-exclusion) or where gambling addiction or over-indebtedness is suspected (third-party exclusion). It lasts at least one year; for a self-exclusion the duration can be chosen but is at least three months (§ 8a GlüStV 2021). An application made before the minimum period has expired does not end the block (§ 8b).

Block status enquiry: am I excluded?

Whether, and since when, an OASIS entry exists can be clarified by applying for a block status enquiry (Sperrauskunft) at the Darmstadt Regional Council (RP Darmstadt, as of 06.10.2026); only then can the minimum period be worked out reliably. A message from an operator that you cannot play because of a block does not replace it, as it states neither the type nor the start of the block.

24-hour block (panic button)

Independently of an OASIS block, every page of a licensed operator on which games can be played must offer a clearly labelled button that triggers a 24-hour short-term block – without a confirmation prompt (§ 6i(3) GlüStV 2021, as of 06.10.2026). It ends automatically after 24 hours; the provision does not foresee lifting it early.

Balance on account closure

Players must be able to close their player account at any time, and closing it may not be more complicated than opening it (§ 6a(7) GlüStV 2021). When the account is closed, the balance must be transferred without delay, "but no later than within five working days"; no fees may be charged for the closure or the payout (§ 6b(7) GlüStV 2021, as of 06.10.2026). This deadline and the fee ban apply to operators with a German licence; casinos with a foreign licence set their own rules on remaining balances in their terms. If a balance remains in a blocked online casino account that you can no longer access after a self-exclusion, the operator's licence determines which rules apply to the payout.

A remaining balance is also only paid out to a verified player, because payouts are not permitted before the player's details have been confirmed (§ 6a(4) GlüStV 2021). Which documents are required is described in our guide to casino KYC, with the details for the five casinos.
