
Casino withdrawal complaint: where to turn

The Joint Gambling Authority of the German States (GGL) does not take on civil claims such as the payout of account balances. It does accept reports, but by its own account a missing withdrawal is not something it will pursue for you. The European Consumer Centre Germany reports that gambling operators mostly refuse to cooperate with it. For a specific case, the realistic options are a consumer advice centre or a lawyer.

What the GGL accepts and what it does not
According to the GGL (as of 6 October 2026), the authority accepts reports on the following matters:
- unauthorised gambling,
- irregularities at licensed operators,
- suspected money laundering.
By its own description, it is not responsible for civil claims, and it names the payout of account balances and the recovery of gambling losses explicitly. Data protection questions and player exclusions are also outside its remit. A report to the authority can therefore be useful for flagging an operator, but it will not get your money back.
European Consumer Centre
The European Consumer Centre Germany explains the OASIS self-exclusion, which lasts at least three months, and points out that operators mostly refuse to cooperate with it (as of 6 October 2026). You can contact it, but you should not expect it to resolve a withdrawal problem.
If the operator has no German licence
Before you report unauthorised gambling to the GGL, first check whether the operator is permitted in Germany at all and what a casino licence in Germany means for players. A report does not lead to a refund; whether claims against such an operator exist and can be enforced can only be assessed case by case.
How to prepare a complaint
An advice service needs complete records. This order works well:

Save screenshots of your balance, withdrawal requests, their status and any block notices, plus all emails, chat transcripts and the terms in force at the time.

Request by email the reason for the delay or block and the clause in the terms it relies on, and set a deadline for a reply.

Can you sue an online casino?
Whether and how claims can be enforced in court depends on the individual case, for example on where the operator is based and whether it holds a German licence. A lawyer can clarify this.
